"description": "The COVID-19 outbreak has given rise to an urgent need for the development of a Clinical Assessment App to support the healthcare industry. This service is required as a matter of urgency brought about by events unforeseeable by the University which it has duly substantiated and as such does not give the University of Strathclyde sufficient time to comply with the standard procurement process. Accordingly, the University of Strathclyde is using the negotiated procedure as permitted under The Procurement (Scotland) Regulations 2016 (regulation 6c) in respect of this procurement as the time limits for open procedure, restricted procedure or competitive procedure with negotiation cannot be complied with.
