Framework Agreement: Impact Assessment Support
Notice Description
Zero Waste Scotland wishes to appoint Contractor/s for the provision of services to support the development and delivery of impact assessments required to support environmental and economic policy analysis of strategic programmes, plans and / or policies relating to resource management, resource efficiency and the circular economy. The services are anticipated to be provided by multiple suppliers appointed to Lots under this Framework Agreement, on a Call Off basis.
Lot Information
Business and Regulatory Impact Assessments
The purpose of this Lot is to provide support for the delivery of a Business and Regulatory Impact Assessment (BRIA), which is used to analyse the cost and benefits to businesses and the third sector of any proposed legislation or regulation, considering the five principles of better regulation. Support may be requested from a framework contractor for any part of a BRIA, including in its entirety, which may include any of the following as relevant: Scottish Firms Impact Test; Competition and / or Consumer Assessment; Digital Impact Test; Legal Aid Test; implementation and delivery plans; and analysis and / or consultation on options, benefits, costs, enforcement, sanctions and / or monitoring. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Renewal: This agreement may be extended by a further twelve (12) month period.
Equality Impact AssessmentsThe purpose of this Lot is to provide support for the delivery of an Equality Impact Assessment (EqIA), which is used to ensure the needs of people are accounted for during the development and implementation of a new policy or service. It covers all aspects of equality (age, disability, sex, race, religion or belief, sexual orientation, gender reassignment, and pregnancy and maternity). Support may be requested for any part of an EqIA, including in its entirety, which may include any of the following as relevant: framing; data and evidence gathering; consultation; assessing impacts; identifying opportunities; and monitoring and review. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Strategic Environmental AssessmentsThe purpose of this Lot is to provide support for the delivery of a Strategic Environmental Assessment (SEA), which is required by all public bodies in Scotland to assess, consult on and monitor the likely impacts their strategies, plans and programmes will have on the environment, and to seek ways to minimise that effect, if it is likely to be significant. Support may be requested for any part of a SEA, including in its entirety, which may include any of the following as relevant: pre-screening; screening; scoping; assessment; report preparation; and monitoring. Fairer Scotland Impact AssessmentThe purpose of this Lot is to provide support for the delivery of a Fairer Scotland Impact Assessment (FSIA), which is required by public bodies in Scotland to actively consider how they can reduce inequality caused by socio-economic disadvantage when making strategic decisions. Support may be requested for any part of a FSIA, including in its entirety, which may include any of the following as relevant: planning; data and evidence gathering; consultation; and assessment and improvement. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Islands Impact AssessmentThe purpose of this Lot is to provide support for the delivery of an Islands Impact Assessment (IIA), which is required by public bodies in Scotland to have regard for island communities when exercising their functions, to ensure that the interests of and impacts to islands communities are accounted for when making strategic decisions. Support may be requested for any part of an IIA, including in its entirety, which may include any of the following as relevant: screening; data and evidence gathering; consultation; assessing impacts; identifying mitigation measures; and monitoring and review.
