Summary of the contracting process

North Lanarkshire Council is seeking tenders for the "Winter Assistance Framework Agreement 2020-2024", aimed at establishing a multi-supplier framework for providing winter assistance services such as road gritting and snow clearance. The procurement method is an open procedure, and the tender period ended on 18 September 2020. The total value of the framework is approximately £5 million, with services to be delivered across various locations in North Lanarkshire, including unclassified roads and footpaths. The award is intended to address service disruptions caused by adverse winter weather conditions.

This framework agreement presents significant opportunities for SMEs and large construction firms specialising in winter services, particularly those that can deliver solutions for snow clearance and road maintenance. Companies that can demonstrate quality service and competitive pricing will be well-placed to compete, as the award criteria prioritise price (80%) and quality (20%). Despite the competitive nature of the tender, being appointed to the framework does not guarantee future work, making it crucial for interested bidders to prepare thoroughly and position themselves effectively.
