Lot 1
Professional services to co-ordinate and discharge matters relating to the planning permissions for HMP Highland in Inverness. The supplier worked with the SPS to undertake actvity relating to the original planning permissions granted in 2017/18. The project was suspended prior to planning conditions being fully addressed. The SPS intends that the supplier would now take forward further work and actions to address specific conditions in the planning consents and to conclude these actions this year. This final additional piece of work is budgeted at approx. 50,000.00 GBP plus VAT
Procurement Information
Work needs to be taken forward expeditiously to conclude Matters Specified in Conditions (MSCs) attached to the original planning consents for HMP Highland. Recent approval to progress HMP Highland to tender stage generates an urgent and time sensitve requirement for specific technical resources from the supplier (Baker Hicks Ltd) to update a number of specialist reports and elements of the design activity that they previously undertook for this project to support conditions attached to planning consent. These services therefore consist of the repetition of similar services entrusted to the economic operator as part of the original contract i.e. activities to support the design and SPS obtaining full planning consent for HMP Highland. Competition is absent for technical reasons in that the supplier has completed significant work to date and is able to draw on this knowledge and the same technical resources to complete this final stage.
