Summary of the contracting process

The University of Edinburgh has awarded a contract titled "NCA30931 MicroPETCT Multi-Year Service Contract" focused on the procurement of services for the maintenance of a preclinical imaging Micro PET/CT system. Located at the University's Centre for Cardiovascular Science in Edinburgh, this procurement falls under the education sector. The contract, valued at £244,200, was signed on 1st September 2020 and involves a limited procurement method without prior publication of a call for competition, justified by the necessity for specialised support from the system's vendor.

This tender presents significant opportunities for businesses specialising in servicing advanced imaging technologies and related medical instruments. Companies with expertise in the maintenance and support of PET/CT systems, particularly those that can deliver bespoke services, would be ideally positioned to compete. With the contract being a multi-year agreement, it offers the potential for sustained engagement and revenue growth for successful bidders in the healthcare technology sector.

Notice Title

NCA30931 MicroPETCT Multi-Year Service Contract

Notice Description

Multi-Year Service Contract for Pre-clinical Imaging Micro PET/CT

Lot Information

Lot 1

Under Regulation Reg 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists);

Procurement Information

There is a need to renew the service contract of the only preclinical small animal PET/CT system available at the University of Edinburgh, as the current contract expires in September 2020. The preclinical PET/CT system is a high demand specialised research tool. It requires appropriate maintenance and servicing in order to provide high-quality research data. The bespoke technology and proprietary software of this preclinical PET/CT system means that adequate support and maintenance requires direct service provision from the scanner vendor (i.e. Mediso) and/or UK representatives of that vendor (i.e. Bartec).
