    "description": "Under Regulation 6(1)(c) of the Procurement (Scotland) Regulations 2016, we are awarding a public contract without seeking offers for the reason of extreme urgency brought about by events unforeseeable by FLS. FLS does not have opportunity to follow other procurement routes due the urgency brought about by: > the limited window of operations available due the access to the area being limited to out-with the nesting period of a protected species > the impact of COVID-19 restrictions during Lockdown that dramatically reduced the time available to visit the island to plan and subsequently procure the operations to align with the aforementioned window of operations. After Lockdown, while only essential travel was permitted, access was facilitated through written support from the Raasay Development Trust to the Ferry Operator. The supplier named is delivering associated services within the same geographical area and defined contract lot. The work utilises different technical solutions that are also offered by the supplier but not included in their current contract. Felling operations on the island are difficult to plan and have historically had limited interest from suppliers, therefore the COVID-19 restrictions on access had a significant impact on FLS's ability to follow other procurement routes. Failure to fell the trees within the window of operations will result in project failure as it will lead to the hydro scheme construction timetable not being completed by the renewable feed in tariff deadline. The failure of this community renewables project, will also severely limit aspirations for other community projects to improve the island economy including an aspiration for community land ownership.
