Framework for the provision of services for Glasgow's ESF Employability Pipeline
Notice Description
The council on behalf of Glasgow Community Planning Partnership is seeking tender submissions for The Provision of Services for Glasgow's ESF Employability Pipeline. The council is seeking submissions from Bidders with experience of delivering employability services to people with multiple barriers to employment to deliver programme engagement targets. This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T). We will apply a one stage Open procedure. Bidders must self-certify their adherence to the conditions of participation via the ESPD (Scotland) in PSC-T, and may be required to submit Means of Proof before contract award. Bidders must refer to the specific requirements listed in Section III in this OJEU Contract Notice when completing the ESPD in PCS-T.
Lot Information
Employability Support for people experiencing poverty and disadvantage
This lot is designed for projects which may not fit into any of the other specialist lots, but instead cut across a number of these, whilst also targeting the cross cutting themes of inequality, poverty and disadvantage, in a specialised, intensive way. People in work will require support to progress and develop in employment and/or remain in employment.
Renewal: The framework duration is for 2 Years with an option to extend for 12 months.
Employability support for people in recovery from an addiction and/or experiencing homeless and/or with an offending backgroundPeople with either: problematic alcohol and drug issues; or who are currently classed as homeless (have a current homeless application lodged with the council, or living in GCC temporary accommodation or with a housing support provider); or who have previously spent time in prison, or have a significant offending history (especially if it is recent), which has led to a criminal conviction(s) and which will present them with issues around disclosure legislation. People should have one of the above as their primary barrier, but are very likely to have experience of at least one, if not both of the other barriers. People will have a strong desire to move towards work, but face significant barriers which require specialist support. However, it is envisaged they will, through intensive support, be ready to move into employability activity. There is no necessity for individuals to present with all 3 barriers, but the organisation which is successful in winning this lot will have expertise in dealing with all 3 barrier groups and be equally comfortable and experienced in dealing with each one. People in work will require support to progress and develop in employment and/or remain in employment.

Employability Support for people with a disabilityThis service will use the social model of disability in addressing people's progression towards and into employment. People using this service will identify that the barriers presented in society require more intensive support and expertise from across a range of organisations that can work together to improve access and inclusion. People in work will require support to progress and develop in employment and/or remain in employment.
Renewal: The framework duration is for 2 Years with an option to extend for 12 months.
Employability Support for people from black, Asian and minority ethnic backgroundsPeople will be from communities most vulnerable to unemployment and underemployment in the city. This will include, but not be limited to, refugees and the ROMA community, with a cross-cutting focus on women. Participants in this lot will have complex barriers that limit their ability to find suitable and sustainable employment. Barriers will be structural and societal. People in work will require support to progress and develop in employment and/or remain in employment.
Renewal: The framework duration is for 2 Years with an option to extend for 12 months.
Employability Support for people with a health condition (including mental health)Unemployed people with long term, chronic health/ mental health conditions, which require a significant level of support in relation to considering a return to employment. People may be involved with community mental health teams, or require specialist Occupational Therapy intervention. Services will have close links with teams providing these services and with health services. People with health conditions in work will require support to progress and develop in employment and/or remain in employment.
Renewal: The framework duration is for 2 Years with an option to extend for 12 months.
Employability Support for lone parentsUnemployed lone parents in this lot will be motivated to work, but will have complex barriers to overcome before they are work ready. Although their youngest child has reached the age of 3 they may be in receipt of Income Support or Universal credit for other reasons, such as being a foster carer or in receipt of carer's allowance, or a health condition or disability. They may have recently been moved onto Universal Credit and be struggling financially as a result. They will have a significant distance to travel before they are work ready and will require intensive and specialist support. Whilst not exhaustive, lone parents in this group may require specialist support due to having a health condition and/or disability, caring for a disabled child and/or other dependants, having recently arrived in the UK and/or granted refugee status. Lone parents in work will require support to progress and develop in employment.
Renewal: The framework duration is for 2 Years with an option to extend for 12 months.

Financial requirements should be calculated on latest filed accounts with Companies House. Glasgow City Council also requires assurance regarding current liquidity of the bidding company. Trading Performance Ratio Companies An overall positive outcome on pre-tax profits over a 3 year period Exceptional items, occurring in the normal course of business, can be excluded from the calculation. The above would be expressed in the ratio Pre-Tax Profit/Turnover Charitable Companies The same requirements apply to charitable organisations, with applicants having to achieve a surplus on unrestricted activities over a 3 year period. Working Capital Companies Working capital must be positive. This would be expressed in the ratio Current Assets/Current Liabilities Charitable Companies The same requirements apply as above. Balance Sheet strength Companies Net worth of the organisation must be positive at the time of evaluation and organisation must not be subject to an insolvency process. Intangibles can be included for purposes of the Total Assets figure The above would be expressed in the ratio Total Assets/Total Liabilities Charitable Companies The same requirements apply as above, although the ratio would be based on the net worth of the unrestricted funds. Applicants who have been trading for less than the 3 years noted above must provide evidence that they are complying with the above minimum financial requirements for the period in which they have been trading. Applicants who do not comply with the above financial requirements but are part of a Group, can provide a Parent Guarantee if the Parent company satisfies the financial requirements stipulated above. Where the applicant is a group of economic operators (such as a consortium), at least one of the members of that group must demonstrate compliance with minimum financial requirements. Glasgow City Council also requires assurance regarding current liquidity of the bidding company. The bidder may provide a Letter of Comfort from its own bank to satisfy the above financial requirement. Glasgow City Council would also be prepared to consider other documentation that provided evidence that the bidder has adequate financial resources to undertake the contract Glasgow City Council would be willing to accept, on an individual basis, applications from bidders who do not meet the financial criteria specified above, provided they can demonstrate that they possess sufficient economic and financial standing to undertake the contract. Glasgow City Council will make such individual assessments on the basis of profitability and balance sheet strength. Glasgow City Council reserves the right, at its own discretion, to seek such other information from the Bidder in accordance with Regulations 61(7) or Regulation 61 (8) of the Public Contracts (Scotland) Regulations 2015 to prove the Bidder's economic and financial standing"

"reviewDetails": "Glasgow City Council (\"the council\") must, by notice in writing as soon as possible after the decision has been made, inform all tenderers and candidates concerned of its decision to award the contract, conclude the framework agreement or establish a dynamic purchasing system. The Council must allow a period of at least the relevant standstill period (where the notice is sent by facsimile or electronic means the period is 10 days ending at midnight at the end of the 10th day after that on which the last notice is sent, when sent by other means he period is 15 days) to elapse between the date of despatch of the notice referred to in Regulation 85(1) of the Public Contracts (Scotland) Regulations 2015 (\"The Regulations\"). The Council is obliged to comply with the regulations and any eligible economic operator can bring an action in the Sherriff Court or the Court of Session where as a consequence of a breach by the Council, suffers or risks suffering loss or damage. The bringing of court proceedings during the standstill period means that the council must not enter into the contract, conclude the framework agreement or establish the dynamic purchasing system unless the proceedings are determined, discontinued or disposed of: or the court, by interim order, brings to an end the prohibition. The bringing of court proceedings after the standstill period has elapsed and the remedies that are available to the courts are detailed in the Regulations. Economic operators can write to the Council seeking further clarification on the notice, to which the Council must respond within 15 days. Economic Operators should be mindful to seek their own independent legal advice when they consider appropriate to do so.",

"description": "Freedom of Information Act -- Information on the FOI Act is contained in Appendix A of the ITT. Applicants must note the implications of this legislation and ensure that any information they wish the council to consider withholding is specifically indicated on the FOI certificate contained as an attachment within PCS-T (NB the council does not bind itself to withhold this information). Tenderers Amendments -- Applicants must enter any clause, condition, amendment to specification or any other qualification they may wish to make conditional to this offer. Applicants will be required to complete the tenderers amendment certificate that is contained as an attachment within PCS-T. Prompt Payment -- The successful tenderer shall, as a condition of being awarded the tender, be required to demonstrate to the council's satisfaction that all funds due to the tenderer's permitted sub-contractors in respect of these works are paid timeously and that as a minimum invoices rendered by subcontractors shall (unless formally disputed by the tenderer) be paid within 30 days of receipt. The successful tenderer shall also impose this condition on its sub-contractors in respect of payments due to any sub-sub-contractors, if any. Applicants will be required to complete the prompt payment certificate contained as an attachment within PCS-T. Non Collusion -- Applicants will be required to complete the Non Collusion certificate. Insurance Mandate - All successful suppliers will be required to sign an Insurance Mandate, which is contained as an attachment within PCS-T authorising the Council to request copies of insurance documents from the supplier's insurance provider. If the mandate is not signed and returned the council reserves the right to request copies of insurance certificates from bidders at any point during the contract period. Terms and Conditions are located as an attachment within PCS-T. Match Funding Requirement The supplier must provide evidence of confirmed match for all lots that they are bidding for, evidence templates are provided in the form of a letter from the organisation providing the match, authorising the use of their funding as match.
