School Holiday Respite Service

THE CITY OF EDINBURGH COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

The City of Edinburgh Council has completed the procurement process for the "School Holiday Respite Service" aimed at providing specialised support for children and young people with moderate to severe learning disabilities. The awarded contract, valued at £314,055, was signed on 28 January 2021, and the service is to be delivered in the City of Edinburgh. The procurement method used was a limited award procedure, which did not require prior publication of a call for competition due to the unique service needs and the specialised skill set required, facilitating continuity of care for this vulnerable group.

This tender provides significant opportunities for organisations specialising in social care or support services, particularly those with experience in working with children and young people with special educational needs or learning disabilities. Businesses that focus on bespoke care services or have a strong background in managing programmes for children facing challenges in accessing mainstream services will be well-positioned to pursue similar contracts in the future. The nature of the award, with only one bid received, indicates a niche market with limited competition, allowing potential suppliers to establish strong relationships with local authorities to meet the specific needs of the community.

Procurement Information

Section 13 of the Procurement Reform (Scotland) Act 2014 allows for award without seeking offers, but should consider the TFEU fundamental principles where relevant. Due to the specific needs of the children and young people who receive this service and the highly specialised skill set required to care for them, the supply market for this service is limited. As such it was deemed to be in the best interests of the children and young people to award this contract to ensure continuity of service.
