This is a Single Stage ("Open") Tender in accordance with the terms of the Public Contracts (Scotland) Regulations 2015 to provide specialist support to identify future operating model options for the Revolve Certification Programme.

Zero Waste Scotland seeks a supplier capable of providing technical support services to consider and investigate different governance and delivery models suitable for a new and sustainable operating model for delivery of an independent, self-sufficient Revolve Certification Programme, to be launched in April 2023. It is anticipated that this project will be delivered in two stages: Stage 1 - Investigation of potential delivery options Stage 2 - In-depth analysis of preferred delivery option Zero Waste Scotland welcomes proposals designed to meet the requirements identified in the procurement documents in full and which may result in early delivery of the specified outputs without reducing the overall quality of the final deliverables.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Options: Zero Waste Scotland may request additional technical services from the Contractor where necessary, including but not limited to support for the development, implementation and / or transition to the preferred option and to present information to key stakeholders and partner organisations where relevant and appropriate. Any such support requirements will be discussed and agreed with the Contractor in advance and shall be confirmed by issue of a Client Purchase Order for the agreed cost.
