Forestry and Land Scotland (FLS) manage the Scottish National Forests and Land (SNFL) to enhance biodiversity, support tourism and increase access to the green spaces that will help improve Scotland's physical and mental health and well-being. FLS also continue to provide vital timber supplies to support a sustainable rural economy. Further information on who FLS are and what they do can be found at https://forestryandland.gov.scot. The aim of this tender is to procure Mechanised Harvesting Operations and Associated Services. These services will assist FLS in achieving the targets for the management of the SNFL: production of timber for sales; felling trees for tree health purposes and notified Statutory Plant Health Notices (SPHNs); and, felling in preparation for peatland restoration. These services are required across all of SNFL. For the purposes of this tender the SNFL has been divided into eight lots (see maps within PCS-T). It is a requirement of this tender that all staff involved in the delivery of all contracts awarded, are paid at least the Real Living Wage. It is a requirement of this tender that successful bidders are committed to progressing towards adopting, and continuing to embed, the Fair Work First criteria. It is a requirement of this tender that mandatory Community Benefits are delivered through all contracts awarded.

    Mechanised Harvesting & Extraction and Planned Manual Tree Felling (Chainsaw) Operations Supplier Engagement Survey - FLS have a continuing requirement for externally sourced Mechanized Harvesting & Extraction and Planned Manual Tree Felling (Chainsaw) services, which are required in order for FLS to deliver a variety of outputs. The present suite of contracts and Frameworks are entering their final periods, and therefore FLS are currently exploring all potential options and opportunities for procuring services to deliver the felling and extraction of timber and by-products. It is intended to commence a tender exercise, which is likely to result in a series of contract awards. It is anticipated that the new tender will be published in mid-late summer with contracts awarded in January 2022. In order to best inform the FLS approach to the future procurement of these services, it is essential that FLS understand the size, scope, capacity, and future aspirations of the marketplace. FLS are therefore looking to both existing and potential suppliers to provide valuable insight into the services you can offer, your capacity, preferred work locations, preferred pricing mechanisms and more. The information you can provide is vital to our considerations as to how FLS move forward in delivering these requirements, and develop a strategic approach to delivery of these services. We are therefore seeking as many responses as possible to this survey in order that we have a clear picture of the market available to provide the services, and to identify fresh ideas and potential innovations.
