    "description": "The Scottish Fire and Rescue Service is conducting pre-market research and will undertake research meetings with the first ten interested potential tenderers who are able to demonstrate with their expression of interest, that they are capable of delivering these requirements to the Service across Scotland. The questions which potential tenderers will be asked for views on at the presentations are: 1. The current Leadership Development Framework is attached, which it is anticipated will remain substantially unaltered over the period of the contract. Please present your ideas in terms of how best this might be supported by a complementary set of development streams/provision. The current breakdown of development streams is as follows Core: a CMI Level 5 Diploma in Management and Leadership b CMI Level 7 Extended Diploma in Management and Leadership c CMI Level 8 Diploma in Strategic Development and Leadership d National Association of Fire Chiefs Council (NFCC) Executive Leadership Programme (Framework awarded by them to the University of Warwick) e Supervisory Leadership Development Materials f Middle and Strategic Leadership Development Materials g Strategic Leadership Team (Leading Edge) Development Programme Additional: h Leadership Seminars i NEBOSH General Certificate - Middle Manager Health and Safety Development j IOSH Managing Safely - Supervisory Manager Health and Safety Development k IOSH Leading Safely - Strategic/Executive Manager Health and Safety Development l IFE Level 3 and 4 Qualifications - Operational Technical Development for Supervisory and Middle Managers m Leadership Development Psychometrics n Executive/Strategic Coaching 2. With reference to question one, please advise how best you think this might be presented to the market in terms of specific lots for which operators could submit tenders. 3. In light of questions one and two, please advise on your thinking in terms of the way in which partnership working between the Service and Contractors and between individual operator jointly can be developed to deliver a collaborative approach to effective and coordinated leadership development, and advise on your thinking it terms of the most appropriate contract length for this purpose, with reasons 4. The Service's values are safety, respect, teamwork, and innovation. Please provide your views as to how these values can best be implemented in the specification of the subject requirements 5. Please set out your thinking in terms of the latest/leading edge best practices and models in terms of Leadership Development Services and how best an organisation such as the Scottish Fire and Rescue Service might implement them. 6. Please advise of any innovations in leadership theory and leadership development you know of which are in development and which may become available for service improvement over the next four years. 7. Please advise of any ways in which innovative service delivery methods could be implemented into Service procedures / development arrangements. 8. Please advise of any anticipated changes in legislation or professional bodies and standards which may affect delivery of these services. Candidates will have 45 minutes to present their ideas followed by 15 minutes of questions and answers. Interested parties must set out their relevant areas of experience and expertise in delivering these services prior to being invited to present. It should be noted that participation in these meetings will not form part of the subsequent competition and no organisation which does not take part will be prevented from participating in that competition on such a basis.
