Pinpoint Systems

NHS GREATER GLASGOW AND CLYDE

This public procurement record has 2 releases in its history.

Summary of the contracting process

NHS Greater Glasgow and Clyde is currently engaged in a procurement process to maintain the Pinpoint Systems, a multifaceted security solution, located in Glasgow. The tender for this project, identified as "GGC0696", falls under the health industry category and is at the award stage, having been officially signed on 2nd December 2021. This procurement was conducted using a limited method and involved a direct award procedure, eliminating the need for a prior call for competition due to the existing system's reliance on closed protocols, which would cause significant disruption if changed. The contract value is £139,000, and it is based in the Glasgow region.

This contract presents a significant opportunity for businesses that specialise in security systems and technology services, particularly those capable of providing similar closed protocol solutions without causing disruption to existing operations. Small and medium-sized enterprises (SMEs) that offer innovative security technologies may find this particularly beneficial, as the current supplier, Pinpoint Limited, is already situated within the market. Companies with expertise in seamless integration of security services into healthcare settings will be well-positioned to compete for future tenders of a similar nature from NHS Greater Glasgow and Clyde or other health authorities.

Notice Title

Pinpoint Systems

Notice Description

The Pinpoint System is a multifaceted security system which uses Personal Infrared Transmitters (PITs) allowing staff to easily and discreetly activate calls for Assistance and Emergency. The PIT is a discrete small fob that staff can have in their pockets; on lanyards attached to their staff badges. When a call is activated, Alphanumeric Display Units emit an alarm tone and pinpoint the exact location and type of call. This information can also be relayed to a range of devices such as pagers; mobiles and PC's ensuring response staff can identify both the type and source of call quickly. Intelligent infrared capabilities mean that the Pinpoint System takes less than 85 milliseconds from activation to display. Currently Pinpoint Systems are used at Gartnavel Royal Hospital and Stobhill Hospital at the Kelvin, Clyde, Iona and Tate Wards and at Skye House and Eriskay House Respectively. This is a closed protocol system and is one that has been in place for a number of years. Consequently, the staff security alarm system is a service which is already in place and is a closed protocol system. To change this system would cause a significant amount of disruption to NHSGGC Staff and Patients. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice.

Procurement Information

This is a service which is currently in place and is provided by Pinpoint Systems. Conducting a full tender procedure would be a significant project that NHSGGC would have to undertake and at this current juncture is not something that would be possible. Additionally implementing a new system would involve a considerable amount of building works; resulting in significant disruption for Staff/Patients and Services
