Dumfries and Galloway Council are seeking to develop and implement a new regional Parking Strategy to address current issues and challenges with regards to parking control, management and enforcement. In conjunction with a new strategy, the Council have agreed that a parking commission is required to consider and prepare for the Transport (Scotland) Act 2019 requirement around 'pavement parking', as well as Decriminalised Parking Enforcement (DPE) and the potential introduction of parking charges. These identified topics are not individual 'projects' and must be considered in conjunction and with due cognisance of the other topics as well as current national and Council policies, strategies and priorities relating to transport, sustainable and active travel and climate change. This requires a collective approach to ensure these parking topics are considered holistically and not in isolation to produce a Parking Strategy to meet current and future needs and aspirations.
