Notice Description

The Winter Festival Architectural Lighting - provides the opportunity to showcase the city centre at Christmas to citizens and visitors alike, which supports the recovery of the sector and a creative platform which has been missing during lockdown. The Winter Festival Architectural Illuminations - the approach will see Glasgow Life engage with key events and arts organisations in the delivery of the winter proposition, which supports the recovery of the sector (subject to Government guidelines. This new approach with spectacular and bespoke lighting of the city chambers, plus 2-3 satellite sites to create a lighting trail experience to promote as part of the city's festive offer. The lighting scenes will be animated with programmed activities developed by Glasgow Life's art team.

Under Regulation 3.(1)(b)(ii) of The Public Contract (Scotland) Regulations 2015, a contracting authority may award a public contract following negotiated procedure without prior publication of a contract notice or prior information notice based on the following justification: - where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons - competition is absent for technical reasons. And, based on building upon the legacy power and electrical installations - Reg.33.(4)(b) for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
