The Scottish Government wishes to engage an experienced research agency to evaluate the success of the Skills Action Plan for Rural Scotland 2019-2021 against its intended outcomes.

Lot 1
In June 2019, Skills Development Scotland and the Scottish Government launched a Skills Action Plan for Rural Scotland (SAPRS). The plan focused on developing the skills required for jobs in rural areas both now and in the future. Whilst the plan is still currently underway until the end of 2021 a process evaluation is needed to explore: the reach of the SAPRS in terms of the sectors, groups and places that it was looking to support; the extent to which partners and stakeholders are satisfied with SAPRS activity; and any effects that the approach has had on partners, employers, sectors etc.
