Summary of the contracting process

The Common Services Agency (known as NHS National Services Scotland) has successfully completed a tender for the provision of 150 Adastra licences and associated support to enhance Out of Hours/Unscheduled Care in Scotland's COVID Hubs. This procurement, classified under the health services industry, involved a limited award procedure due to the extreme urgency of the situation, necessitating rapid deployment of the licenses. The award was finalised on 1st April 2020, as indicated by the contract signed, and was crucial for addressing unforeseen demands during the COVID-19 pandemic across NHS Scotland Boards in Edinburgh and surrounding areas.

This contract presents considerable opportunities for businesses specialised in healthcare software solutions and technical support services. Companies that provide software licence management, IT support, or have experience working within the NHS framework would be particularly well-suited to compete for similar contracts. Given the nature of this procurement's urgency and significance, businesses capable of delivering effective and quick solutions in healthcare contexts are likely to find themselves well-positioned in future tenders issued by organisations like NHS Scotland.

Notice Title

NSSCOVID-19 - 343 Adastra Licences and Support to support COVID Hubs

Notice Description

Provision of 150 Adastra licences and associated support to enable the support of Out of Hours/Unscheduled Care in COVID Hubs. The Adastra product is used almost exclusively across NHS Scotland Boards - under a number of contracts awarded by the individual Boards and some from a National Procurement framework, now expired. These contracts are used to manage unscheduled primary care and for reasons of compatibility, minimising clinical risk through the use of an established product in which Board staff are trained and familiar it was the only practicable solution.

Lot Information

Lot 1

This is a directly awarded contract between the Authority on behalf of NHS Scotland to meet the additional demands of the Scottish Health and Social Care sector during the current Covid-19 pandemic. This award has been approved for reasons of extreme urgency brought about by events unforeseeable by the contracting authority in line with Regulation 33(1)(c) of the Public Contracts (Scotland) Regulations 2015.

Procurement Information

Extreme urgency was required in order that these licences could be deployed and appropriate COVID workflows could be developed by the supplier and deployed using those licences for use in Out of Hours/Unscheduled care hubs. These development activities had to be specified, implemented and deployed over the course of less than two working weeks from start to finish.
