Summary of the contracting process

The Crown Office and Procurator Fiscal Service, located in Edinburgh, has awarded a contract titled "Micro Focus Cobol Support." This contract falls within the social protection industry category and is part of a limited procurement process, initiated without prior publication of a call for competition. The contract was formally signed on 30 November 2021 and will ensure the maintenance and support of the Micro Focus Cobol system used in the organisation's Management Information System (PROMIS). The provision is critical due to the complexity involved in transitioning to potential future solutions while managing ongoing services amidst operational challenges.

This contract presents growth opportunities for businesses specialised in IT support and software maintenance services, particularly those experienced with legacy programming languages like Cobol. Companies with the capability to provide technical support and maintenance for critical software systems can find significant opportunities, especially as public sector organisations like COPFS may require similar services to ensure uninterrupted operations during transitions to modern solutions. With only one bid received, the market appears to have less competition, allowing well-prepared firms to secure similar contracts in the future.
