Notice Description

As the department with responsibility for delivering the Energy Efficient Scotland: Area Based Schemes (EES: ABS) in private dwelling houses across Shetland, SIC's Environment & Estate Operations is seeking to obtain the services of a Project Consultant to look at what options for change may exist in how we currently deliver the EES: ABS and the adoption of the PAS2035 standard. These options are to be used by the Shetland Islands Council as guidance for the strategic and technical requirements to achieve the aims of the EES: ABS programme.

The procurement is a regulated procurement governed by the Procurement (Scotland) Regulations 2016 ("the Regulations") and the Procurement Reform (Scotland) Act 2014. The procedure being followed is a Restricted Procedure with a view to inviting five economic operators to tender. The type of contract to be awarded is a NEC3 Professional Services Contract. The conditions of the contract are the core clauses and the clauses for the main option selected, which are detailed further in the Contact Data.

Renewal: The consultancy will run for an initial period of four months to cover the options appraisal phase, with the option to extend the consultancy for a further period to cover implementation, dependent upon the continuing status of the Energy Efficient Scotland: Area Based Scheme (EES: ABS), the initial suite of options developed and the performance of the consultant.
