Fleet Decarbonisation Consultant
Notice Description
North Ayrshire Council ("NAC") are looking to notify the market of this future contract opportunity. The procurement exercise will be carried out via Public Contract Scotland-Tender. It will be published on Public Contract Scotland-Tender week commencing 21st February 2022. The estimated start date for this contract would be 21st March 2022 with an end date still to be confirmed. NAC has declared a climate emergency and are working towards a zero-emission fleet and progress has been made in terms of investment in EVs and charging infrastructure. To assist the acceleration of the introduction of more electric and alternative fuelled vehicles along with the relevant charging infrastructure NAC is seeking to procure external support to review our assets and prepare a detailed implementation plan for the transition to a decarbonised fleet. Suppliers interested in this opportunity should complete the attached questionnaire and return to pamelaorton@north-ayrshire.gov.uk by close of business on Friday 18th February 2022.

NAC has declared a climate emergency and are working towards a zero-emission fleet and progress has been made in terms of investment in EVs and charging infrastructure. To assist the acceleration of the introduction of more electric and alternative fuelled vehicles along with the relevant charging infrastructure NAC is seeking to procure external support to review our assets and prepare a detailed implementation plan for the transition to a decarbonised fleet. The task will be to complete a piece of research and produce a report with clear, evidenced, and tailored recommendations on the most appropriate options to assist the transition to zero emissions of North Ayrshire's fleet assets. It should include: - an in-depth analysis of the data from North Ayrshire's telematics management information system, informed by the ongoing second phase of the Critical Fleet Review. - a matrix breaking the fleet type down by category, along with recommendations for replacement including alternative options (i.e. travel hierarchy or downsizing), timescales, funding required, potential funding sources, analysis of capital and revenue implications and environmental benefits. - a workplace charging investment plan, detailing proposals for new charging infrastructure, including location and type, aligned to the above vehicle replacement matrix. - potential synergies with our renewable energy generation investment plans. - a cost benefit analysis showing the financial and environmental impacts of the proposed transition. - recommendations regarding staff buy-in and fostering culture change. - opportunities to work with partner organisations, including across the wider public, private and third sector for any transport synergies. Research sources will include information from the NAC's Fleetwave system, Telematics system, Fleet Asset Management Plan, and information gathered from individual services regarding their vehicle usage. The final comprehensive fleet decarbonisation report should contain a detailed transition plan to include SMART actions setting out a robust and deliverable timeline to bring scale and pace to meet our sustainability aspirations.
