ArcGIS is a Software as a Service (SaaS) provided by ESRI (UK) Ltd and is widely used by government organisations around the world. Data is hosted in cloud based databases via Amazon Web Services (AWS). ArcGIS is accessed via a web browser and the data stored can be accessed securely by a multitude of other applications from ESRI (UK) Ltd. FLS and SF have bespoke GIS software - Forester Web - this is based upon the ArcGIS platform that has been developed for the agencies by ESRI (UK) Ltd. ESRI (UK) Ltd hold the intellectual property rights to this software and therefore this software would not be available to purchase through any other software vendor.
