PROVISION OF 11 X SENIOR BUSINESS ANALYST
Notice Description
The Social Security Programme has been established to take forward the Scotland Act powers on devolved benefits. This vacancy is in the Business Analysis and Content Unit of the Directorate. A key aspect of this work will be the design of the new service, and the development of processes for the administration of benefits - designing and developing high, mid and low level processes for all of the areas of operational business for the new social security agency. This work will draw on information about existing processes and systems in DWP, and key drivers for the design of public services in Scotland. Requirements definition for the procurement or development of IT systems to support the administration of the devolved benefits will also be crucial.Main duties include:* Apply a range of analysis techniques to analyse the current state, as is of people, processes and technology in customer organisations* Plan, conduct and analyse a wide range of data and process models;* Undertake mapping business process flows to business rules (including business process authorisation paths)* Build and maintain relationships with key stakeholders in technical and business environments* Organise, lead and facilitate workshops with stakeholders and users* Support the identification of options to deliver enhanced outcomes for citizens and organisations* Create and develop business analysis products in accordance with project requirements* Develop, refine and publish user stories* Build a culture of continuous delivery and improvement, ensuring that key processes are regularly analysed, maintained and improved.* Explain, and be a persuasive advocate for, the value of user needs within the wider Scottish Government.
