Award of QUOTE FOR THE SUPPLY OF WEB GIS CLOUD SERVICES REF NO AC/22 013 HRD
Notice Description
Angus Council currently has a remotely hosted web GIS system that provides an intranet GIS system as well as embeddable internet facing mapping. This system is provided by an external supplier and the current contract expires 31st October 2022. Funding has been agreed to procure the provision of a new intranet GIS system.Angus Council has a maximum budget of PS20,000 per annum for the licence to use the Web GIS, plus a maximum of PS30,000 to handle implementation, data migration and training costs.Angus Council has approximately 300 regular (at least once a week) users of the internal system and approximately 100 [need to check this number] embedded maps on the council's web site that provide address searching, reporting and mapping functionality to members of the public. There is a smaller core of regular users who use the system every day. Council staff using the intranet GIS are supported by the Spatial Data Services team and the supplier's own service desk team. Data custodians use desktop GIS applications to create and maintain core business datasets that are stored in the corporate spatial data warehouse and updated in the hosted web GIS system.Internally, the council's GIS infrastructure is built on a set of virtual servers and is centred on a PostgreSQL PostGIS database, a Geoserver cluster for web mapping services and QGIS on the desktop. Safe Software's FME is used to move and transform datasets between systems and FME Server is used to schedule and run processes. IDOX Uniform is used to manage the LLPG and LSG and this is tightly integrated into the GIS and other council applications. Where applications do not take LLPG import files or are cloud hosted then the OneScotlandGazetteer and OS Places APIs are used. PSGA web services provide base mapping layers and GetMapping and Airbus supply national aerial photography coverage.The PostgreSQL PostGIS database holds all the council's spatial business datasets (~800 individual layers) as well as third-party datasets including those supplied under the PSGA (~800 individual layers). About 500 of these layers are made available to users in the intranet web GIS system.All GIS users have received relevant training in either QGIS or web GIS or both.
