Notice Description
This contract award notice is being published as the contract, procured via the Quick Quote process, has been modified and is now over the GBP 50,000 threshold. Note, the "contract award without prior competition" template was selected for technical reasons - the original contract was tendered selectively. This contract is funded by the Community Renewal Funding (CRF). It was awarded in December 2021 with a start date of 10 January 2022 and expiring on 30 June 2022 with the option to extend until 30 September 2022. At the time of the award, the extension period was expected to be time only and it was not envisaged that there would be an opportunity to invoke it due to strict project timescales. See the Additional Information section for the explanation for the budget modification. The value in II.1.7. reflects the modified contract total value (up to 30 September 2022).

Lot 1
This is a contract modification for a contract currently in delivery on the CRF funded Carbon sequestration for Community Wealth Building project, which HIE is delivering under a contract to Argyll and Bute Council (ABC). This specific contract is for project management of six separate work packages, requiring five different procurement exercises, including stakeholder management groups and other related tasks. The UK Government approved a project extension by three months from an initial delivery period of six months (the original project was intended to run from start January 2022 to end of June 2022) Although HIE allowed for a potential 3-month extension at the time when the Quick Quote was published, this was only envisaged to be extension of time only and a potential extension of the project delivery timescales was still considered unlikely due to strict stipulations of delivery timescales as per our contract with ABC. The original contract award was delayed due to awaiting the funding decision which had a severe impact on the amount and frequency of services required. This and other factors have already resulted in some more intensive and additional project management services required from the supplier (e.g. difficulties of getting a supplier for the other work packages). In order to successfully complete the project, achieving all outputs, HIE needed to modify the current contract with Imani Enterprise Limited both in terms of timescales (requiring the additional three months extension) as well as budget (requiring GBP 21,875 additional budget). The modified contract total is GBP 65,625 with the revised expiry date of 30 September 2022. As the new contract value exceeds GBP 50,000, HIE is publishing this contract award notice.
