Award of Scottish Child Abuse Inquiry (SCAI) Website & Intranet
Notice Description
The Scottish Child Abuse Inquiry Team require a website and Intranet that will see the Inquiry through to its conclusion and one which can be easily archived with National Records Scotland (NRS), allowing all necessary records to be transferred in line NRS guidelines and appropriate legal requirements. Additionally, the Purchaser will be looking for lifetime management to be part of the commissioned work in regards to hosting, supporting and maintaining the finalised platform.The website will support the Inquiry's communication, particularly with stakeholders. It will be the prime source of information as the Inquiry progresses through its final phase publication of the Chair's final report, and decommissioning. Applicants also use the website to initially get in touch with the Inquiry to discuss giving evidence. Our current website has a facility to make contact though Contact Scotland BSL in the footer of the site and we will wish to maintain a similar facility in the new website. Following publication of the final report the website will be maintained for a period before being archived and passed to the National Records for Scotland in line with their requirements. Training of a small group of staff on website functionality will also be required.The site must be easy to navigate/search, with a clean and streamlined accessible structure and style.Website requirements:* Site must comply with W3C WCAG 2.0 AA Accessibility Standards* Site must be fully responsive and tested across a range of devices and platforms* Pages should be simple and consistent throughout the website* Must be able to support significant load and stress from user hits.* For accessibility, colour should not be used to convey information* All pages should contain a link back to the home page* Site must have fully comprehensive and usable search functionality (incorporating a process for frequent crawling and indexing to ensure results are current), including results from PDFs and other documents in the file repository.* Website hostingIn general, the website should be:* Well structured, intuitive and user friendly* Secure, easy to administer and update* Search engine optimised* Provide a consistent user experience* Responsive and optimised to minimise the speed at which pages load across all devices* Where applicable, should be aligned to the styles, patterns and components provided in the Digital Scotland Design System - Digital Scotland Design SystemMore specifically, the website will offer:* Document repository pages for collections of information (for example transcripts of oral hearings)* Ability to share and archive news effectively* Ability to provide large documents in accessible formats* Ability for people to contact using a mailbox or alternative* Ability for administrator upload of multiple file formats (PDF, Excel, Word, JPEG, MP3, WAV, MP4, PowerPoint and other file formats) and for batch upload of several documents at once (for example, within the scope of a report)* Ability to "tag" files and pages with meta information to be used within search results or to facilitate horizontal navigation* Ability to embed social media feeds* Ability to allow members of the public to upload videos or video letters* Intuitive and simple author and publication actions for the admin users (which do not require the use of HTML or other technical knowledge to perform content publishing tasks where possible.)* Ability to directly add, edit and delete from the file repository* Facility for uploading complex reports containing a number of related documents into an accessible and browseable HTML format with related documents* Ability to migrate website to the Keeper of the records at the end of the InquiryIntranetTo replace the current intranet, the proposal is to build in a password (2FA minimum) protected area (or 'Staff Portal') into the new website which would host our policies and procedures and updates from senior management, etc.Intranet requirements:* Intranet hosting* Company policies, standard operating procedures, process documents and forms* News* Communities* Staff directory* Outlet for leadership communications
