Specialist Peatland Restoration
Notice Description
Forestry and Land Scotland (FLS) looks after the national forests and land to enhance biodiversity, support tourism and increase access to the green spaces that will help improve Scotland's physical and mental health and well-being. FLS also continues to provide vital timber supplies to support a sustainable rural economy. Further information on who FLS are and what it does can be found here https://forestryandland.gov.scot/https://forestryandland.gov.scot/ There are extensive areas of deep peat on Scotland's Forests & Land, including many which are afforested. FLS has committed to manage all peatlands on Scotland's forests and land in a sustainable manner, maximising the delivery of ecosystem services for the benefit of Scotland's people and environment. The aim of this contract is to provide specialist peatland restoration services to deliver our programme of restoration of degraded peatlands in line with targets agreed with Scottish Government as part of the wider Peatland Action delivery programme. These services are split into two distinct types of operation. Part A: Lots 1-11 Site Rewetting, and Part B: Lots 12-14 Specialised Peatland Harvesting By 2027 onwards we expect to be restoring at least 3,000 hectares annually, thereby reducing carbon emissions, capturing additional carbon and restoring valuable priority habitats that support priority species in the process. Alongside this is our duty to help deliver Scottish Government's policy in relation to the Climate Emergency, and to do our part in delivering ecosystem services spanning environmental, social, and economical benefits. The contract term is a maximum of five (5) years (three (3) initial years plus one optional extension of 24 months).

Specialist Peatland Restoration - There are extensive areas of deep peat on Scotland's Forests and Land, including many which are afforested. Forestry and Land Scotland (FLS) are currently exploring all potential options and opportunities for procuring services to deliver specialist peatland restoration operations over the next 4 years and our intention is to commence a tender exercise, which is likely to result in a series of contract awards. It is anticipated that the new tender will be published later in the year of 2022 with contracts awarded around April 2023. In order to best inform the FLS approach to the future procurement of these services, it is essential that FLS understand the size, scope, capacity and future aspirations of the marketplace. FLS are therefore looking to both existing and potential suppliers to provide valuable insight into the services you can offer, your capacity, preferred work locations, preferred pricing mechanisms and more. The information you can provide is vital to our considerations as to how FLS move forward in delivering these requirements and develop a strategic approach to delivery of these services. Actual requirements can vary due to the following changes: - Increase or decrease in the Purchasers budget to cope with an increase or decrease in the Services. - In the event that the Purchaser requires to increase or decrease their anticipated programme to meet their regulated requirement and/or a change in internal circumstances within a Region. - In the event that a Contract for another Lot is terminated, the Purchaser may increase the scope of the Lot to support the completion of the Services within that Lot. - Statutory Plant Health Notices (SPHN) which could result in a large, time bound requirement to clear significant areas of forest. This could result in additional area needing to be harvested or re-wetted using this contract than currently programmed or anticipated. - Policy Change and Government funding. Scottish Government may increase or decrease Peatland Restoration volumes across the National Forest Estate, which may result in more or less funding for Peatland Restoration being secured. For example, revision of the Climate Change Action Plan may result in additional restoration being required. - External Funding. Additional sources of non-Scottish Government funding may become available for Peatland Restoration. For example, private investment companies seeking to support Net Zero. - Updates to the requirements of the IUCN Peatland Code, or development of other voluntary standards. For example, requirements for reporting of restoration works may be updated in future versions of the Peatland Code, or as part of other voluntary standards such as new biodiversity or water codes.
