Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: Research of the marketplace has identified supplier Aptuit (Verona) Srl as a specialist in pulmonary fibrosis, using pre-existing technologies that are not immediately available with other contract research organisations The overall scope of the project is to further develop and optimise novel compounds that promote activation of the enzyme EPAC1, which is repressed in human patients with pulmonary fibrosis. The work will inform what future chemical modifications to EPAC1 activators will be required for activity, solubility, metabolic stability, permeability and minimised potential toxicity, to mitigate risk for animal testing. The principal purpose of the contract is to acquire goods in a timely manner in connection with research undertaken by the University on behalf of funding parter - Scottish Enterprise.
