Grant Thornton had previously provided services to Transport Scotland for the initial services in connection with the suburban fleet procurement exercise. Given that extensive knowledge and experience in supporting rolling stock procurements in UK and their knowledge of this project as the result of their initial work for Transport Scotland, it is considered that the direct award under the CCS Framework is permissible in these circumstances.",
