    "description": "Tenderers must meet the Council's minimum requirements as stated within the contract documentation, else their proposal will be rejected. - Only electronic returns will be accepted therefore Tenders must be returned using PCS submission postbox by the date and time specified in the Contract notice and/or documentation. - Please adhere to the INSTRUCTIONS TO TENDERERS. Please ensure all the relevant documents are returned with your tender submission ie First Stage Documentation completed and signed, Second Stage Documentation Part 1 and Part 2 completed and signed. - Tenderers MUST ensure that any questions relating to this Tender are submitted via ONLINE Question and Answer Facility on the Public Contracts Scotland portal prior to the deadline for raising questions as stated in the Contract Notice. After this time NO QUESTIONS will be answered. - Tenderers should please note the Q&A facility should be utilised and therefore NO offer should contain: QUALIFICATIONS/ALTERATIONS. If the Offer does include any Qualifications/Alterations, the Offer may be deemed non-compliant and therefore not suitable for consideration for acceptance. - Tender offers deemed Non-Compliant will be at the discretion of the Issuing Officer. - In order to be shortlisted and proceed to the Award stage of this procurement process, Candidates must: (a) complete Part A in its entirety; (b) achieve a pass score for Part B (B1, B2, [B3, B4 inclusive]) and Part C; and (c) and Pass Part D (for the avoidance of doubt, a majority result must be registered by the panel in favour of the Tenderer to allow progression to the Award stage). In the event of a tie between panel members, the Procurement Lead decision is final. (d) be ranked in the top 6 upon completion of scoring in Part D of this ITT. - Where there is a tie for 6th place, then all Candidates in 6th place will progress to the Award Stage. For the purposes of this exercise a tie for 6th place will be deemed to have occurred, where two or more Candidates have identical scores. - The Council reserves the right not to award any contract as a result of the procurement process initiated by this Contract Notice and in such event will not be liable for any costs incurred by any party. - Tenderers must provide relevant evidence with their submission, please therefore ensure this is uploaded and clearly labeled to the portal and all relevant documentation is authorised. - To arrange a site visit, please contact the Leisure Centre directly on 01236 341956 or email airdrierecep@nlleisure.com.
