ITT for value for money expert to support LEIA programme
Notice Description
Contractors are expected to design a VfM assessment framework based on the understanding of the current LEIA programme. The framework should be developed in line with the UK Gov "4E" VfM framework and best practice adopting the criteria Economy, Efficiency, Effectiveness and Equity technical guidance. The framework should act as a project management tool, supporting the LEIA programme in building the evidence base and impact of each pound spend by the LEIA programme to improve poor people's lives through access to energy in the energy sector, and develop the reporting mechanisms to reflect the progress to be presented to FCDO/IKEA Foundation.
