Birkshaw Tower (Wishaw) and High-Coats Tower (Coatbridge) - Refurbishments
Notice Description
As directed from the Scottish government, the service has been investigating options to provide housing to Ukrainian refugees. Birkshaw Tower (Wishaw) and High Coats Tower (Coatbridge) have been identified as the most appropriate buildings to accommodate the displaced families. These towers had already been decommissioned for demolition therefore the works that will be required will be: new kitchens/bathrooms, floor finishes, electrical checks, fire door and fire stopping works.

As directed from the Scottish government, the service has been investigating options to provide housing to Ukrainian refugees. Birkshaw Tower (Wishaw) and High Coats Tower (Coatbridge) have been identified as the most appropriate buildings to accommodate the displaced families. These towers had already been decommissioned for demolition therefore the works that will be required will be: new kitchens/bathrooms, floor finishes, electrical checks, fire door and fire stopping works.
Procurement Information
Use of this regulation is justified in this instance as the instruction from the Scottish Government has been a situation which is out with our control, The Ukrainian invasion has created a vast scale humanitarian crisis which requires an immediate response to house refugees, it would not be possible to provide assistance if the Service had to competitively procure the works due to the timescales involved and the commitment the Council will be required to make at this point. It is in the Council's best interests to secure continuity between the current delivery partner due to their existing supply chain, working knowledge of the property portfolio and their ability to mobilise immediately. There is limited information publicly available that highlights the timescales and involvement of the local authorities in the resettlement of Ukrainian refugees, however, we have received correspondence from Neil Gray MSP (Minister for Culture, Europe and International Development and Minister with special responsibility for Refugees from Ukraine) which details further information regarding the ask of local authorities with a clear emphasis on timescale and little margin for contingency in short term accommodation currently as the pace of arrivals has doubled in the past four weeks. Russia are currently showing no signs of backing down and as such the arrivals from Ukraine to Scotland continue to increase. Those who have arrived are currently being accommodated in hotels across the central belt. These works will re-house the refugees from these hotels into more suitable accommodation. This further highlights the use of reg 33 (1) (c). These properties are required now. This award will provide accommodation in approximately 9 months' time. If an Open Procedure procurement were to be run it would take minimum 18 months, including work delivery, thus doubling time taken to prepare accommodation.
