"The Scottish Procurement and Property Directorate of the Scottish Government has a National Procurement Competency Framework for Scotland. It was created in close collaboration with the Chartered Institute of Procurement and Supply (CIPS) and representatives from across the Scottish public sector."

"The website is hosted on a Microsoft Azure platform. The site currently runs in Azure in an S2 level App Service Plan with a Basic tier Azure Database for MySQL. The app is made up of a series of modules that allows anonymous users to undertake the following tasks: General Users (anonymous): PDF Staff Evaluation Portal, select their sector and organisation, choose a job role or build a bespoke basket of competencies, assess competencies, and View results including graphic analysis and export of individual reports. Further functionality of the app is a module that allows an administrator to update competencies (including adding/deleting competencies and the content within), the groups/organisations on the app, administer admin users and generate reports. Admins access by logging in with a username and password. Administrative Users (email and password): PDF Admin Portal, Administer the app, manage job roles and content (Master Admin) and generate simple reports for Sectors or Organisations (Group Admin). General users of the app are anonymous. Users are each allocated a unique code, which is served as a cookie, to allow users to return to the app across multiple sessions to access their record. The app also has a "Get Code!" function that allows results to be accessed through this code from multiple devices. The app also has a fairly simple "Help" page which also functions as a landing page on first visit by a user. The National Procurement Competency Framework, the online app (the Procurement Development Framework) and its code are Crown Copyright. Tenderers are encouraged to access the app and familiarise themselves with the current tool regarding its look and operation."
Options: "The contract value shall be GBP 24910 (exclusive of VAT) with the option for an estimated additional GBP 10000 for continuous improvement at a day rate of GBP 500. Invoices shall be submitted monthly, and payment shall be made within thirty days of a valid invoice being received."
