The HR Division in Scottish Government implemented a new learning experience platform (Pathways) in June 2021. This platform plays a key role in transforming the learning experience of our colleagues and building a culture of learning across the organisation. This job is a key opportunity to shape and progress the design and delivery of digital learning across Scottish Government by embedding the platform.* Experience in agile and waterfall project principles, including proportionate project management (PPM) that supports delivery through effective techniques for planning, monitoring and controlling projects* Experience managing IT services, including Cloud, preferably with an ITIL background* Experience of Thrive learning experience platform* Experience managing the incumbent vendor Thrive's Learning Experience Platform providing the SME expertise to build and train the BAU support team* Proven leadership, interpersonal and communication skills with the ability to build effective relationships that support collaborative working and development/delivery of shared outcomes;* Sound business case development/approval skills and good understanding of the procurement process including engagement/negotiation with third parties;* Able to balance reactive work with strategic planning in order to solve, but also pre-empt, problems or issues that could impact on project delivery or the realisation of benefits.* Ability to quickly develop awareness of the wider People Directorate and DG ODO environment and able to assess appropriate connections and interdependencies across projects.* Experience managing Cloud based products* Knowledge of LXP platforms
