Notice Description
The Scottish Government (SG), on behalf of Scottish Ministers, intends to commission research to improve understanding of historic settlement schemes affecting the Gypsy/Traveller communities in Scotland throughout the 20th Century, colloquially known as the "Tinker Experiment". The contractor will be required to carry out archival research to establish a timeline of key events, decisions and roles.

This contract will have three key aims: 1. To establish a timeline of key events involved in the settlement schemes affecting the Gypsy/Traveller communities. 2. To identify any available records on key decisions made by the UK Government in relation to the inception and operation of the settlement schemes and the roles of collaborating institutions/stakeholders. 3. To estimate the extent to which these policies were implemented, in terms of the number, scale and locations of sites across Scotland and, where records allow, the number of individuals affected. To meet the aims set out above, the contractor should undertake a review of available archival material covering the period 1917 to 1990. Note: The Scottish Government is separately commissioning qualitative research to understand the impacts of the settlement schemes on present-day Gypsy/Traveller communities in Scotland and to facilitate the sharing of lived experiences
