Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists) Explanation: This is a specialist piece of Laboratory research equipment and there are no other suppliers available in the market to supply this type of equipment in the form factor required. The Laboratory research grade gravimetric gas & vapor sorption analyser (supplied by Waters Limited trading as TA Instruments) features a highly sensitive balance, temperature controlled & high-pressure sample/reactor cell, gas & vapor dosing system, and computer-controlled acquisition & analysis systems. The principal purpose of the contract is to acquire goods in connection with research undertaken by the University
