Notice Description

Glasgow Subway currently operates an Airwave secure radio communication system that facilitates all day to day operational communications within its infrastructure and which also allows SPT staff to communicate with the emergency services in times of emergency. In addition to SPT's internal operational communications, the current radio system also allows the emergency services to independently communicate within the Subway sub-surface system, which is a key requirement for the contracted security service provided to SPT by the British Transport Police (BTP). The emergency services radio network and services are currently provided, operated and maintained by Airwave Motorola. In December 2015, the Government awarded the new Emergency Services Network user services and mobile services contracts (ESN) to Motorola Solutions for handsets and EE Limited for infrastructure, respectively. These new contracts will phase in a new communication service that will incorporate 4G connectivity. The Government's programme is now in the mobilisation phase before the start of transition to a full new ESN system and this planned date of transition has yet to be confirmed. On transition onto this ESN network, SPT can decide to transfer its radio communications over onto ESN, as a non-emergency service user, or develop and implement its own radio communication network. To be fully informed to make this decision, SPT wishes review its current radio communication infrastructure and contracts to assess the best value options open to it for staff and contractor radio communications, post Airwave network switch off.

Mini Competition from Design Technical Professional Services (DTPS) framework (16-001) -Lot 9 Signalling and Telecoms and Control Systems Consultancy The evaluation split was pre-determined by, 60/40 in favour of the quality as per the original weightings in the framework and with it being a critical piece of work and nature of the requirement, framework suppliers from the lot being invited into the tender.

Options: SPT reserves the right to approach and award the same contractor other similar services within the next 6 months from this framework and contract award.
