Appointed Contractor notified that it was unable to deliver the contract CT1043 Winter Festivals, ref no. AUG456351 at a crucial point in the scheduled programme leaving insufficient time to re-tender the contract. Appointed contractor was delivering a component of winter festivals, and had technical insights of programme to date and able to step in at short notice.
