To compliment existing fuel poverty provision within the 3rd sector. Will receive referrals from the council and partners and directly from households themselves. On receipt of a referral the contractor will provide energy advice, energy debt advocacy and/or refer on to another support agency. In order for the council to maximise assistance to those in fuel poverty or those who are newly vulnerable (i.e. inexperience of poverty and finding it difficult, no resilience to cope) an energy and fuel debt advice service is required. Fuel Poverty levels are estimated to rise to 60% of households by April 2023 and this is in the midst of a cost of living and energy crisis. The council's main response other than the installation of measures within our own housing stock to reduce heat loss and thereby heat demand, was 'It Pays to Switch'. Initially a collective switching campaign and thereafter a comparison website. The latter not performing as well as the former and most likely due to the resulting tariffs. Through a restructure in 2014 the dedicated officer for fuel poverty and advocacy was deleted and since then, the source of energy advice for residents has been online and/or via other organisations such as those in the third sector. The scope of the service is that on receipt of a referral they will contact the client to arrange a suitable date and time to visit. Visits will involve the service providing individual-centered energy advice i.e. according to their needs and that of their household. As well as assistance in terms of advocacy for fuel debt, the service is anticipated to bring about behavioral change within the client households which will result in a long term capacity to limit their energy consumption and in combination with other assistance, result in a reduction in fuel poverty.
