1. To develop an in depth understanding of the digital technology and data skills needs across all sectors for Tay Cities Region (Angus, Dundee City, Fife (North East) and Perth & Kinross Council areas.

Fife Council is the business owner of this new Digital Skills project. Previous consultation with stakeholders, high level mapping of supply, secondary research into employer requirements and options analysis in 2020/21 is out of date & not in sufficient detail to prioritise activities. Purpose of the Requirement: 1.To develop an in depth understanding of the digital technology and data skills needs across all sectors for Tay Cities Region (Angus, Dundee City, Fife (North East) and Perth & Kinross Council areas. 2.To map current supply of digital and data skills in the region, to analyse any gaps in provision. The business needs and service requirements that must be met include: plugging the digital skills gap, understanding/satisfying business needs and creating unrivalled talent. 3.To recommend interventions by the Project to bring about real change in digital skills system in the region, by delivering new, pilot approaches and enablers for digital skills - to deliver a step-change in performance and inclusion. Work components to include: 1.Detail size and scale of the digital economy, and its economic importance in the region and forecasting any changes. 2.Articulate the current composition and forecasting changes in the business base in terms of sub-sectors, business size, occupational profile etc. 3.Articulate the current and likely future skills needs of employers.4.Map and analyse the education supply pipeline from school, Apprenticeships, Further Education (FE) and Higher Education (HE). Undertake an approach that considers all existing public and private sector research offerings to avoid duplication of effort in the collation or analysis of data. E.g. Employer Skills Survey; Working Futures; SDS Regional Skills Assessment; ScotlandIS Annual Employer Survey; Tech Partnership Insights. Undertake a review of the existing publicly available data (including consultations with key personnel in SDS, Scottish Enterprise, Scottish Funding Council, Fintech Scotland, Scottish Financial Enterprise, Scottish Qualifications Authority and Scottish Government) to understand what data is held and how access can be arranged. Undertake an employer skills consultation to understand current and future skills needs, and to support demand forecasting. This could be a survey, but open to other forms of consultation. To articulate demand in terms of job role, disciplines, by level. Identify how these issues and skills gaps may develop over the next 3-5 years in terms of recruitment needs, current and future workforce, skills issues, Training and Development and the Skills System. Deliver a strong and robust evidence base at both sector and sub-sector level. To be completed based on the best available evidence; but recognising that there may be some evidence gaps. To identify any evidence gaps and, where possible, propose suggestions to address these. 4 inter-related elements of work: 1. Secondary data analysis of current state, scale, and composition of the digital economy and its sectors. 2. Employer consultation. 3. - Supply side analysis and mapping. 4. Recommend interventions by the project to deliver a step-change in performance and inclusion. Benefits expected include - Knowledge transfer from consultant to project team. The speedy establishment of the digital skills project, ensuring that project activities begin early in 2023. Success means: 1 single and fully referenced report covering all the research areas identified & recommendations for interventions. Must include data and analysis at a Local Authority level. Production of supporting slide pack/s to summarise key findings. Evaluation Criteria/Weighting: Price 50% Quality 50%. (Understanding of project requirements 30%; Methodology and approach proposed 30%; Timescales 40%). Rates and prices should be exclusive of VAT and shall be deemed inclusive of all additional costs and expenses howsoever incurred. Complete Project, produce final report by 31/05/23.
