Appropriate equipment and adaptations play a critical role in supporting children and young people to participate and meet their educational ambitions. . From an initial entry point, the Council has already established a Flexible Framework of contractors from whom we can seek bespoke solutions for Equipment and Adaptations, primarily for children with Additional Support Needs (ASN) for use within their education settings. . This award procedure is being carried out in accordance with the Procurement Reform (Scotland) Act 2014 and follows guidance for the procurement of care and support services. The framework will be continuously open (flexible) to consider new applicants until the maximum end date of 31st January 2026.

The following information is intended to give potential Tenderers an overview of the high level requirements. . REQUIREMENTS: Through the Flexible Framework, the Council will source bespoke solutions for Equipment and Adaptations, primarily for ASN pupils. . Equipment and Adaptations ("E&A") required include, but are not limited to: standing frames; plinths; wheelchairs; height adjustable tables/beds; hoists; activity chairs; and accessories. . Solutions should be presented as a whole life cost proposal to cover acquisition, maintenance through to disposal. Some solutions may require assessments from Occupational Therapists and/or other specialists. . The Council has an existing inventory of E&A that can be utilised in solution design as re-use or re-purposing E&A. . Further to this overview, a detailed specification is contained within the main invitation to tender ("ITT") document which is accessible (and downloadable) from the Supplier Attachments area within the PCS-T tendering system. . . FRAMEWORK ENTRY: Applicants must respond to a range of Selection Criteria questions and Award Criteria questions and statements within the PCS-Tender Qualification and Technical Envelopes. See PCS-Tender project code 22271 and specifically pqq_6091. .. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
