The Enterprise Project has launched two major public procurements to be completed; the Housing and Corporate Contract and the Roads Contract. The objective of this programme is to create focused strategic relationships with a small number of best in class service providers from the private sector, along with the development of a more integrated internal client function, building internal commercial capacity and capability. Through the procurement of the Housing & Corporate Contract it has become apparent that the changing economic, financial and market conditions has created a requirement to review the and revalidated the options appraisal that was undertaken as part of the OBC. The Council is looking to engage a third-party advisor to develop and lead the delivery of all aspects of this options revalidation exercise.

The Council intends to call-off from the Crown Commercial Service Management Consultancy Framework (MCF3). Tenderers may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
