Cloud Based BACS Processing Platform including a Direct Debit Management Service module
Notice Description
This is a Voluntary Ex Ante Transparency (VEAT) Notice. This notice is to indicate that Accountant in Bankruptcy (AiB) intends to contract with Paygate Solutions Ltd part of Jonas FinTech for provision of a cloud based BACS processing platform that includes a direct debit management service module. In 2019, AiB commenced using the Scottish Government direct debit service provided by Paygate to support its new Case Management System - "eDEN". During the build phase AiB were developing and testing against Paygate Version 2.7. Upon going live, it was established that the Scottish Government was using Paygate Version 2.5, which was incompatible with some of the functionality delivered in the development of eDEN. AiB therefore had to create manual processes to update Paygate where the automatic functionality did not work. AiB intend to contract directly with Paygate to obtain full functionality. The negotiated procedure without prior publication has been used for this requirement due to the disproportionate technical difficulties arising from the integration required between a cloud based BACS processing platform and other AiB systems. The contract will commence will commence on 1st May 2023 for a duration of 36 months.

Options: The Invitation To Quote (ITQ) requested pricing for additional functionalities. Inclusion of any additional functionalities during the contract term is at the discretion of AiB and subject to assessment and agreement. Contract modifications of this nature are permitted under Regulation 72(1)(a) of the Public Contracts (Scotland) Regulations 2015.
