Notice Description

Provide a comprehensive emergency standby generator maintenance services in order to service, inspect, test and maintain in a good and safe working order the emergency standby generator plant and associated equipment on the various systems throughout the University of Edinburgh Estate.

Lot 1

Award of a contract without prior publication of a call for competition in accordance with Regulation 33 of the Public Contracts (Scotland) Regulations 2015 or Regulation 6 of the Procurement (Scotland) Regulations 2016. The extreme urgency of ward of this contract has been brought about by the incumbent contractor withdrawing from the contract with only 3 days notice being given. Incumbent supplier provided insufficient notice [3 days from confirmation] to cease service provision and withdrawal from the servicing business sector, placing at risk the University's ability to operate safely and in full compliance of all regulatory requirements throughout the estate. These services are business critical and therefore contingency arrangements need to be established quickly to ensure continuity of service. It is proposed a twelve month contract will be sufficient to meet annual maintenance and compliance tests and will also afford time for the University to tender the next medium to longer-term contract which is expected to take approximately six months from market engagement to award. A PIN will be published on PCS in the coming weeks to notify interest parties of the forthcoming tendering opportunity.. Contract value estimated based on historical spend for remedial and emergency services plus a fixed annual PPM cost.
