Notice Description
The Scottish Government (SG), on behalf of the Scottish Ministers, wishes to commission a piece of research exploring routine data collection with Gypsy Traveller Communities with a view to addressing evidence gaps across the country around accommodation needs.

The intention is that the research will: - explore the lived experience of Gypsy Travellers, in engaging with routine forms of data collection - engage with Local Authorities and other stakeholders to understand gaps in data currently available and challenges related to routine data collection on the needs of Gypsy/Travellers in reporting for Housing Needs and Demands Assessments (HNDAs) - make recommendations for ways to improve and standardise data collection and reporting with/about Gypsy Traveller communities across all Local Authorities in Scotland. This has a practical focus, aimed at producing a toolkit to improve the way that Local Housing Strategies (LHS) reflect the needs of Gypsy/Travellers and helping Local Authorities to meet their duties under the Planning (Scotland) Act 2019 in relation to Local Development Planning and Evidence Reports. Additional information It is anticipated that the research will extend over 12 months. It will likely be a mixed methods project, although we will welcome suggested methodologies from bidders that fit the brief. The anticipated budget for this work is 49,999 GBP. We anticipate that this tender will go live in June/July 2023. Current anticipated start for the contract is August 2023.
