Notice Title

Holm Hill, Newcastleton - Community Planning

Notice Description

The core tasks for the successful tender bidder are to commence our community planning and design strategy, which NDCT has prioritised as: Create a cohesive plan and approach to upgrade existing facilities to provide a new Active Leisure Hub on Holm Hill. Working with NDCT to seek necessary permissions to extend the current development boundary to allow potential development sites on Holm Hill (and within the current community boundary). NDCT expects all tasks to happen simultaneously as they cannot be delivered in isolation

Lot Information

Lot 1

NDCT seek a long-term partner to work through a series of phased developments: A new pavilion and associated facilities will form the bedrock of the Holm Hill Active Leisure strategy. The community needs a facility that can transform from small to large spaces to meet different needs, made from materials that fit into the landscape. We are seeking a new transformational build on the hill, one that blends in from the outside, is robust and secure but has heart and personality in its interior. We also need to ensure safer access to the site for vehicles, walkers, and cyclists; to incorporate accessible paths and trails. We want to open access to the land so community and visitors can use it safely, we want a 'must-visit' venue for those interested in an active outdoor lifestyle. This investment is one of the major planks of our circular economy and it is the next step in our ambitious plan to utilise our natural capital toward achieving a sustainable community.

Renewal: Contract designed to enable NDCT to work with the bidder over a long period; experience/knowledge amassed in this initial appointment plays a valuable part in future development, enabling work plans to be fast-tracked towards a capital investment program. NDCT desires an ongoing relationship, subject to agreeing to acceptable terms/ service delivery objectives between both parties.
