Summary of the contracting process

The public procurement contracting process overseen by UHI North, West and Hebrides involves the provision of Non-Life Insurance services. The process is at the award stage, with the contract signed on July 27, 2023, and a contract duration from August 1, 2023, to July 31, 2026. The buying organisation, based in Thurso, UK, has awarded the contract to Education Protect Scotland Ltd. This opportunity falls under the services category, offering business growth potential for SMEs in the insurance sector seeking to provide services to educational and public institutions in the UKM6 region.

The UHI North, West and Hebrides's contract modification, valued at 1,719,202.37 GBP, aims to incorporate changes in partnership structures without altering the nature of the contract significantly. The initial tender exercise did not account for a possible merger amongst the UHI partner organisations. This modification, in line with Public Contract Scotland Regulations 2015, presents growth opportunities for small enterprises capable of adapting to contractual changes and collaborating with educational institutions in Inverness and the Hebrides, aligning with the organisation's collaboration-oriented procurement approach.

Notice Description

Lot Information

Lot 1

UHI North Highland, UHI West Highland and UHI Outer Hebrides were named on the 'Provision of Non-Life Insurance to the University of the Highlands and Islands'. At the time of the tender exercise in 2020, there was no awareness of a possible merger between UHI North Highland, UHI Outer Hebrides and UHI West Highland. This means that a statement regarding the merger of UHI Partners was not added to the tender documentation, as it was not foreseen as a possibility. A contract amendment is deemed appropriate due to all 3 Partners having been named on the current contract. In terms of the merger, the college previously known as UHI North Highland has become the host college. Therefore, elements of the contract for UHI West Highland and UHI Outer Hebrides are required to be novated to UHI North Highland. Moreover, the overall nature of the contract is not altered. In addition, the contract modification does not exceed 50% of the original contract value.
