Notice Description
NHS Greater Glasgow and Clyde Chlorine Dioxide (DOMESTIC WATER) Dosing Plant Maintenance at Queen Elizabeth University Hospital, Royal Alexandra Hospital, Vale of Level Hospital and Gartnavel General Hospital. There is a requirement for an NHS Greater Glasgow & Clyde-wide agreement for the maintenance of Chlorine Dioxide Dosing Plant serving Domestic Water Systems.

Lot 1
This contract is required to provide routine maintenance to Chlorine Dioxide Dosing Plants located in Queen Elizabeth University Hospital, Royal Alexandra Hospital, Cale of Level Hospital and Gartnavel General Hospital. Frequency of maintenance will be: -Weekly Services -Monthly Services -6 Monthly Services -Annual Services The service contractor will also be expected to provide: -24/7, 365 days breakdown repair -A remote monitoring service via telemetry. -Expert advice to local Estates Managers on the maintenance and management of Chlorine Dioxide Dosing Plant to the hospitals above. -Electronic reports on plant condition and actions required to ensure the reliability of the service. -Produce and maintain an asset list of all Chlorine Dioxide Dosing Plant within these locations detailing each individual installation, its location, serial number and the maintenance schedule for it. -The asset list should be available to view electronically with the ownership of the asset list reverting to NHSGG&C at the conclusion of the contract. Chemical dosing and disinfection of water systems is a highly specialised process and can only be done using bespoke equipment which is specifically designed to deliver the correct amount of chemical dependant on system parameters. Each of the systems at sites throughout the four NHS GG&C sites served have been custom built to suit the complexities of the water distribution system being dosed. All components including the consumable chemicals used by this equipment is manufactured by Scotmas Biosecurity and as such no other company or manufacturer is capable of providing the appropriate level of support to the apparatus. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice.
Procurement Information
Chemical dosing and disinfection of water systems is a highly specialised process and can only be done using bespoke equipment which is specifically designed to deliver the correct amount of chemical dependant on system parameters. Each of the systems at sites throughout the four NHS GG&C sites served have been custom built to suit the complexities of the water distribution system being dosed. All components including the consumable chemicals used by this equipment is manufactured by Scotmas Biosecurity and as such no other company or manufacturer is capable of providing the appropriate level of support to the apparatus. Therefore the best course of action to insure compliance with procurement regulations, and ensure the continued maintenance of these systems, is to publish a voluntary ex ante transparency (VEAT) notice. NHSGGC will publish a voluntary ex ante transparency (VEAT) notice on PCS. In accordance with: 'The Public Contracts (Scotland) Regulations 2015, SSI 2015/446 1 91(7)(a)' , this will be published to protect NHSGGC against the risk of an ineffectiveness challenge to the lawful direct award of a contract. Additionally and in line with the practices of: Fairness; Openness and Transparency; the publication of this VEAT Notice has been balanced against the risk that publication of this VEAT Notice may, in fact, increase awareness of the proposed direct award and increase the risk of challenge. A VEAT was the best legal procurement route to take because the disruption as a result of installing a new system would be significant and would have wide reaching consequences impacting: Staff; Patients and Services. The contract will be in place until the 15/08/2028
