Summary of the contracting process

The Glasgow Caledonian University has recently completed the procurement process for the award of Oracle Support Renewal with R12 upgrade and licence levelling. The university, located in Glasgow, UK, selected Oracle as the supplier for a 3-year support contract for Oracle Database and Application systems. The procurement method used was a limited award procedure without prior publication. The contract value amounts to £516,181.70 GBP, and it was signed on September 22, 2023.

This tender presents an opportunity for businesses providing IT support services, particularly those experienced in Oracle technologies, to engage with Glasgow Caledonian University on a significant long-term project. Given the nature of the procurement method, businesses with a history of working directly with universities and handling complex licensing agreements with large vendors like Oracle would be well-suited to compete for future similar opportunities in the education sector.

Procurement Information

Oracle database and application licences are perpetual and our commitment with Oracle holds for as long as we are using the licences themselves. They carry commitments which mean that if we are actively using them then we must purchase additional licences and support from Oracle direct in this instance. This partly due to the dynamic nature of the changes to university HESA figures; it is not possible to enter into a framework or otherwise "compliant" purchase as we cannot predict the future need, and existing framework or tender cannot be completed for a custom requirement from a sole vendor. - Additional factors are that we have been an Oracle customer for over a decade and change of systems to avoid this purchase would in itself be a multi-million pound and multi-year project.
