Notice Title

Delivering Change: Delivery Phase Evaluation

Notice Description

Delivering Change is a National Lottery Heritage Fund (NLHF) and Scottish Government-sponsored project. This programme represents a structural and systemic shift towards a museum sector which is truly inclusive, trusted and engaged with by all of Scotland's people. Recognising the fact of systemic exclusion in the sector, this three-year project offers a flexible approach which will enable museums to place people at the heart of their work. In May 2023, the programme completed a 9-month Development Phase. During this period an expert advisory group worked with the MGS-based project team to establish a plan for training, support, interventions, and funding to support change in Scotland's museums. The development phase was further informed by extensive research, conducted by organisations including Museums Galleries Scotland (MGS). The development phase identified three strands to the delivery of this necessary change: Learning, Leadership, and Funding. The delivery phase will run from October 2023 to December 2026. MGS is currently seeking to appoint a contractor to undertake project monitoring and evaluation for the Delivery Phase.

The report should be in a format that can be repurposed, for example for presentation to MGS's Board. MGS welcomes innovative approaches to this analysis. Further information on the aims and objectives of the overall Delivering Change programme, including the Delivery Phase, are available in the Invitation to Tender document which is attached to this listing.

"description": "Delivering Change is a National Lottery Heritage Fund (NLHF) and Scottish Government-sponsored project. MGS is currently seeking to appoint a contractor to undertake project monitoring and evaluation for the Delivery Phase.",

This may include mechanisms for gathering sector and community feedback on participation in the project, and sector actions against genuinely inclusive participatory practice; Support project partners in the facilitation and delivery of evlauation methods. This may include gathering sector and community feedback on participation and impact of the project; Evaluate the Delivery Phase and the approaches taken within this phase as a whole, assessing the efficacy of the approaches taken by MGS, Training Providers, and other stakeholdrs (including but not limited to other contractors such as facilitators and mental health practitioners), and exploring the impacts of the project interventions throughout its duration; and Produce yearly reporting plus a final report at the end of the Delivery Phase outlining the findings, which will be distributed amongst MGS staff, the Advisory Group, Scottish Government, and NLHF staff, and other stakeholders, as well as being made public. The report should be in a format that can be repurposed, for example for presentation to MGS's Board. The contractor should also include an analysis of the wider impact in terms of how the project might shape MGS's approach to future projects involving a similar framework. MGS welcomes innovative approaches to this analysis. Further information on the aims and objectives of the overall Delivering Change programme, including the Delivery Phase, are available in the Invitation to Tender document which is attached to this listing.",
