Summary of the contracting process

Glasgow City Council, acting as the administering authority for the Strathclyde Pension Fund, has completed a public procurement process to appoint Wilten Construction for the design and construction of a single-storey warehouse at Unit B, Railway Triangle, Portsmouth. The award stage of the procurement, which follows a restricted procedure, concluded with the contract being signed on 14th November 2024. The project, valued at £8,944,850 GBP, involves the construction of a warehouse with a gross internal area of approximately 102,752 ft², including two-storey office accommodation, external works, and necessary connections. The project, managed by Quartz Project Services Ltd, requires compliance with a BAPA agreement for access to a nearby Network Rail substation.

This tender presents a significant opportunity for businesses engaged in large-scale construction projects, particularly those with experience in warehouse and industrial unit developments. Companies that specialize in civil engineering, structural works, and site development, including hard standings, car parking, landscaping, and drainage, stand to benefit from this contract. Moreover, businesses providing ongoing maintenance and support services could find additional prospects post-construction. Small to medium-sized enterprises (SMEs) involved in specialized construction work, especially in railway-adjacent projects and those capable of meeting high safety and compliance standards, are well-suited to compete for such opportunities in the future.
