The Scottish Council for Voluntary Organisations (SCVO), on behalf of Scottish Government Digital Health and Care, is seeking to commission an evaluation partner to undertake a formative and summative evaluation of the Digital Inclusion Programme between May 2024 and July 2025. Working closely with the programme team, the evaluation partner will lead the review and assessment of the overall Programme. Successful bidders should be able to demonstrate how they will: - Evaluate the Programme in relation to its intended aims and outcomes - Undertake learning-based evaluation of specific aspects of the Programme, including individual programme workstreams and grant funded programmes - Develop an evaluation approach that is adaptive and flexible - Produce learning insights which are actionable and accessible to a variety of audiences, including policymakers and practitioners in health/social care/housing/mental health settings - Consolidate learning from the programme evaluation into recommendations and a pathway to impact for sustainable model(s) of digital inclusion in the mental health and housing contexts.
